Modernizing the CyberTipline
Overview
For more than two decades, the National Center for Missing & Exploited Children’s (NCMEC) CyberTipline® has been the nation’s central and solely congressionally authorized reporting mechanism for online child sexual exploitation. Since its creation, the CyberTipline has grown from receiving hundreds of reports each year to more than 21 million annually, providing critical information that helps identify victims, support child protection efforts, and assist law enforcement and other partners working to combat online child sexual exploitation. Today, it remains one of the most important tools in protecting children online.
As technology evolves, so do the tactics used by offenders. Emerging technologies, including generative AI, are creating new challenges for child protection. At the same time, the digital ecosystem continues to grow more complex, requiring the CyberTipline to evolve alongside the threats it was created to address.
Reports are not only increasing in volume, but also in complexity. They often contain large amounts of data, multiple forms of media, and information that requires sophisticated tools and systems to process effectively.
CyberTipline Modernization Initiative
To meet these growing challenges and ensure children receive the protection they deserve, the CyberTipline must evolve its technology and processes to support the realities of modern reporting, investigation, and response.
That’s why NCMEC has launched the CyberTipline Modernization Initiative, a comprehensive $10 million, three-year effort to transform the technology behind the nation’s frontline reporting system for online child exploitation. Designed to build a faster, more resilient, and more scalable platform, the initiative will help reduce processing times, identify urgent cases sooner, support law enforcement more effectively, and enhance efforts to identify victims and remove abusive imagery online - ensuring the CyberTipline can meet today’s threats and adapt to those of tomorrow.
